OVERVIEW  

Atrium Advisory Services Inc. (Atrium) is an Authorized Reseller of Three Nationwide Cooperative Purchasing Master Contract Agreements, including Equalis Group, OMNIA Partners and National Cooperative Purchasing Alliance (NCPA).  Atrium Advisory Services Inc. (Atrium) is poised to collaborate with your organization, for implementation of time sensitive Elementary and Secondary School Emergency Relief Fund (ESSER I-III) and Coronavirus State and Local Fiscal Recovery Funds (SLFRF) Procurement Plans. ESSER I-III and SLFRF Purchasing Contracts implemented through Atrium, will support your organization’s Diverse Business Utilization Goals for Women Business Enterprises (WBEs), Minority Business Enterprises (MBEs) and Small Businesses (SBs).  

UNITED STATES PUBLIC SECTOR FUNDING OVERVIEW – FEATURING EQUALIS GROUP NATIONWIDE COOPERATIVE PURCHASING MASTER AGREEMENT  

• Public funding legislation was enacted by the United States Congress during the years 2020-2021, including four Coronavirus-Related Stimulus Bills for Public Sector Institutions (Public Funding Recipients).  Such legislation resulted in the Elementary and Secondary School Emergency Relief Fund (ESSER), Coronavirus State and Local Fiscal Recovery Fund (SLFRF), Higher Education Emergency Relief Fund (HEERF) and Emergency Assistance to Non-Public Schools (EANS) Program. 

• Equalis Group developed a Uniform Guidance Compliance Checklist that is applied to individual Master Agreements. The checklist identifies applicable Uniform Guidance requirements relating explicitly to the procurement and establishment of each Equalis Group Master Agreement, provides a summary of how the Lead Agency that procured and awarded that Master Agreement conformed with those procurement requirements, and cross-references supporting RFP and contract documents for members’ records. The checklist is an easy-to-follow tool for Equalis Group members to quickly validate their ability to make purchases using federal funds through Equalis Group’s publicly procured, competitively solicited Master Agreements in accordance with Uniform Guidance. • SLFRF Funds are subject to Uniform Guidance requirements as authorized by The American Rescue Plan. 

• ESSER and HEERF Funds are subject to both Uniform Guidance and EDGAR Requirements. 

• EANS provide services or assistance to eligible non-public schools, in an effort to address educational disruptions caused by the COVID-19 emergency.
